If you update iphone 4 refurbished pcb to ios 7 at the end you will get 3194 error now these days many phones came from china 90% of them where refurbished if you dissamble this phone only cpu is glued other chips like power ic,baseband chip,sound ic etc are not sealed by glue all are open so becarefull do not update this phones ver to ios7.
There is no solution to revive the phone so before update check this steps!!
1.Go to setting-general-info-carrier if shows china do not update back up shsh first.
2.If phone is password locked and dissable back up shsh first before do anything..Open the back cover and check china sticker like this if found then do not update to ios7
